Rankings for Ease of Living Index 2020 and Municipal Performance Index 2020: Minister of State (Independent Charge), Housing and Urban Affairs, Shri Hardeep Singh Puri released the final rankings of Ease of Living Index (EoLI) 2020 and the Municipal Performance Index (MPI) 2020 here today in an online event.
In an online event today, the final rankings of the Ease of Living Index (EoLI) 2020 and the Municipal Performance Index (MPI) 2020 were announced. In the evaluation exercise that took place in 2020, 111 cities took part. Along with all the cities under the Smart Cities Program, the study divides them into Million+ populated cities and Less than Million populated cities (those with a population of less than a million).
Bengaluru, Pune, Ahmedabad, Chennai, Surat, Navi Mumbai, Coimbatore, Vadodara, Indore, and Greater Mumbai were the top performers in the Million+ group. Shimla was ranked first in the Less than Million range, followed by Bhubaneshwar, Silvassa, Kakinada, Salem, Vellore, Gandhinagar, Gurugram, Davangere, and Tiruchirappalli.
The MPI looked at the sectoral performance of 111 municipalities (with NDMC and the three Municipal Corporations in Delhi being measured separately) across five verticals, totaling 20 sectors and 100 indicators. Services, Finance, Policy, Technology, and Governance are the five verticals that make up MPI.
The Ease of Living Index (EoLI):
The EoLI 2020 broadens its reach by consolidating the structure and including a Citizen Perception Survey in the index, which has a 30% weighting. As a result, it looks at the outcomes that contribute to current living conditions across the pillars of Quality of Life, Economic Capacity, and Sustainability, spanning 13 categories such as Education, Health, Housing and Shelter, WASH and SWM, Mobility.

The Municipal Performance Index 2020 (MPI)
A Municipal Performance Index evaluation was also conducted for the first time in the region, expanding the reach of the EoLI system and making it more robust. Unlike the Ease of Living Index, which calculates the indicator’s outcome, the Municipal Performance Index focuses on the variables that lead to those outcomes. The latter aids in identifying elements that obstruct effective local governance.
